WRONG: The "Do-Nothing" President Who Did Plenty

Your textbook lied about Herbert Hoover.

The story goes that he sat in the White House and did nothing while America starved. But the records tell a very different story. Hoover intervened in the economy more aggressively than any president before him.

In 1932 he created the Reconstruction Finance Corporation to pump money into failing banks and railroads. He poured federal cash into public works, including the giant dam that now carries his name. He even leaned on businesses to keep paychecks from collapsing.

So why the do-nothing reputation? Because his philosophy stopped him short. He refused direct federal relief to individuals, fearing handouts would crush self-reliance. And in 1930 he signed the Smoot-Hawley Tariff, which choked global trade and made the Depression worse.

He acted. He just acted within limits that the crisis blew past. Hoover wasn't lazy. He was a man bringing a garden hose to a wildfire.
